Summary

The D’MADD Project is a five-year initiative funded by the World Bank through an IDA grant (Grant No. E047-MV; Project n. P177040) of US$ 10 million to the Republic of Maldives. The Project Development Objective (PDO) is to enhance broadband market competitiveness, improve identification systems for efficient in-person and online service delivery, and leverage digital technologies and data to bolster climate resilience.

Aim

The main aim of the project is to support the Republic of Maldives in progressing across four key components:

  • Component 1: Enabling Environment for Improved Digital Connectivity and Competitiveness
The goal of Component 1 is to support the Communications Authority of Maldives and the National Centre for Information Technology in building their operational capacity by providing equipment and assisting with the legislative agenda related to the digital transformation of the Maldives.
  • Component 2: Digital Identification for Improved Online and In-Person Service Delivery

Component 2 focuses on strengthening the Maldives’ foundational identification system and digital identification systems. It provides support to the Department of National Registration and the National Centre for Information Technology in the form of technical assistance, equipment, and legislative support.
  • Component 3: Digital Technologies and Data Platform for Climate Resilience

The purpose of Component 3 is to facilitate the creation of a Climate Data Platform. This platform will serve as a decision-support mechanism, integrating various existing data sources and providing scenario modelling capabilities. Additionally, it will support the pilot testing of innovative digital technologies to enhance environmental data collection efforts and assist the government in protecting against adverse environmental effects resulting from climate change.
  • Component 4: Project management and implementation support

Providing support to the PMU and the Implementing Agencies in the implementation of the Project, including Incremental Operating Costs and carrying out activities to strengthen overall project management and coordination, procurement, financial management, citizen engagement, environmental and social safeguards, monitoring and evaluation, and communication.

Outcomes

Progress indicators by components

Component 1:

  • Government Digital Service (GDS) established as an independent statutory body;
  • Improved Internet connectivity for 100 local island councils (average Internet download speed, Mbps);
  • Business continuity and disaster recovery plan developed

Component 2:

  • Standard operating procedures for the Computer Incident Response Team developed;
  • Establishment of binding standards/ regulation for data processing for the public sector with respect to identification;
  • New one-stop identity platform that brings together birth-, household-, and ID registration operational;
  • Citizen engagement indicator: Percentage of people satisfied with the process for obtaining new identity cards;
  • New digital identification portal and app operational;
  • Financial institutions that are using eFaas for identity verification;
  • Citizen engagement indicator: Percent of users satisfied with the digital ID platform;
  • Citizen engagement: Stakeholders consultations on the modernization of the ID ecosystem completed

Component 3:

  • Mapping of existing climate-relevant data [sources] and gaps completed;
  • Data platform for climate-relevant data operational.
