Summary
In preparation for the Tajikistan Digital Foundations Project, the technical assessment and cybersecurity analysis have to be carried out, especially related to protection of the critical information infrastructure and digital public services. The World Bank has selected the firm NRD Cyber Security to prepare an analytical report with an overview of relevant best practice cybersecurity models for Critical Information Infrastructure Protection (CIIP) (including essential digital public services protection), dissemination of benchmarking findings as well as the principles and best practices for safe and resilient digital ecosystems among senior Government of Tajikistan (GoTJ) officials.

Aim
The main objective of this assignment is to prepare an analytical report which contains the following:
- Part 1. Overview of international good practices for CIIP, including essential digital public services
- Part 2. Overview of cybersecurity initiatives in Tajikistan and Central Asia and South Caucasus region
- Part 3. Analysis of GoTJ cybersecurity capacity
- Part 4. Recommendations to strengthen GoTJ cybersecurity capacity
Context
The assignment also includes disseminating benchmarking findings as well as the principles and best practices for safe and resilient digital ecosystems among senior GoTJ officials during High-level workshop as well as cybersecurity trainings for GoTJ officials, helping to demystify key cybersecurity notions and models and build practical expertise.
