Navigating the Intersection of Cybersecurity and AI: A Policy Dialogue for Latin America and the Caribbean

This webinar seeks to address the growing need for public policymakers to understand and navigate the complex landscape of AI-enhanced cybersecurity. By focusing on key topics such as the GCSCC's new AI Cybersecurity Readiness Metric, the reports "AI and Cybersecurity: Balancing Risks and Rewards" and "Unpacking Cyber Resilience," both developed in collaboration between the GCSCC and the World Economic Forum's Centre on Cybersecurity, the event will provide valuable insights for national policymakers to develop integrated strategies that balance the potential of AI with the necessary safeguards against cyber threats.

It will also provide a unique platform for AI and cybersecurity policymakers in LAC to interact with cutting-edge research and practical tools in the rapidly evolving field of AI cybersecurity. The OAS CICTE will foster dialogue on policy harmonization and regional cooperation with regional cybersecurity leaders to strengthen capacities in LAC to leverage AI for enhanced cybersecurity while mitigating associated risks.

Bridging the Gap: Delivering Cybersecurity to High-Risk Actors

On 12 March 2025, the UK Foreign Office (FCDO), in partnership with Common Good Cyber under the Global Cyber Alliance, will convene a meeting to coordinate cybersecurity support for communities vulnerable to digital transnational repression. Building on the UK-France–led Pall Mall Process, this event will bring together government, industry, philanthropy, and civil society to deliver targeted assistance to high-risk groups, such as journalists, dissidents, and human rights defenders. Key areas include enhancing threat intelligence sharing (especially for the Global South), expanding technical assistance, and establishing a coordinated funding mechanism to support cybersecurity nonprofits.

The United Nations Open-ended Working Group (OEWG) on Information and Communications Technologies (ICT) is convening its Tenth Substantive Session in New York from February 17 to 21. This session is the OEWG’s second-to-last meeting before the conclusion of its mandate (2021-2025), making it a pivotal moment in the development of a future UN mechanism for cyber diplomacy.

In this debrief, state representatives and stakeholders will reflect on the main takeaways from the session, including the key issues discussed, the progress achieved, and the challenges ahead in shaping responsible behavior in cyberspace.

Internet Governance Forum (IGF) 2025

In June 2025, Norway will host the Internet Governance Forum (IGF), the world’s largest UN event on Internet governance and a milestone as the largest UN meeting ever held in the country. Marking the forum’s 20th anniversary, the IGF will convene thousands of participants from governments, civil society, academia, and the private sector to address critical issues shaping the digital landscape.

Established in 2006 by the United Nations, the IGF provides a global platform for multistakeholder dialogue on Internet policy. Past events have tackled diverse topics, including digital inclusion, cybersecurity, data governance, and emerging technologies, fostering collaboration across regions and sectors to shape a sustainable and equitable digital future.

This five-day event will feature hundreds of workshops, presentations, and discussions, focusing on themes like digital inclusion, public policy, and online safety. With 4,000 in-person attendees and an equal number joining virtually, it provides a unique platform for international collaboration and exchange. Norwegian stakeholders will also showcase local solutions and perspectives on global Internet governance.

10th Substantive Session – U.N. OEWG on security of and in the use of information and communications technologies 2021-2025

The 10th Substantive Session of the UN Open-Ended Working Group (OEWG) on ICT Security in 2025 will focus on advancing critical discussions and finalizing key outcomes ahead of the group’s conclusion. This session will emphasize the operationalization of the Points of Contact (PoC) Directory and strengthening capacity-building initiatives.

A significant focus will be placed on discussing norms for responsible state behavior in cyberspace. The session will continue conversations on the applicability of international law in ICT security, striving for consensus on how existing legal frameworks apply to state activities in cyberspace.

The participation of non-state stakeholders will also be a central issue, as the accreditation procedure remains a key challenge. Enhanced participation from these stakeholders is critical for contributing to capacity building and sharing expertise.

As the OEWG nears its final phase, this session will set the stage for the comprehensive report and the transition to a permanent global mechanism for ICT security governance.

The 11th Substantive Session of the UN Open-Ended Working Group (OEWG) on ICT Security in 2025 will be a pivotal moment, marking the conclusion of the group’s work. The final session will focus on synthesizing all outputs, including solidifying norms for responsible state behavior and finalizing confidence-building measures (CBMs).

The session will also wrap up capacity-building discussions and focus on finalizing the group’s comprehensive report. This report will offer actionable recommendations for global cooperation on ICT security, setting the foundation for the establishment of a future permanent mechanism.

One of the session’s key priorities will be resolving the ongoing accreditation procedure for non-state stakeholders. This will allow them to effectively contribute to the process, share valuable expertise, and enhance the inclusivity of the dialogue.

Finally, the session will aim to reach consensus on how international law applies to ICT security, establishing clear regulatory frameworks for cyberspace governance. As the OEWG’s mandate comes to an end, this session will provide the blueprint for future international ICT security governance.
