After three years of negotiations, initiated by Russia in 2017, the UN Member States at the Ad Hoc Committee (AHC) adopted the draft of the first globally binding legal instrument on cybercrime. The adoption of the convention has proceeded despite significant opposition from human rights groups, civil society, and technology companies, who have raised concerns about potential risks of increased surveillance.
Once formally adopted, how will the UN cybercrime convention impact the security of users in the cyber environment? What does this legal instrument actually say about the cross-border cooperation in combating cybercrime? What human rights protections and safeguards does it provide?

12th Session of the Conference of the Parties to the United Nations Convention against Transnational Organized Crime
The twelfth session of the Conference of the Parties to the United Nations Convention against Transnational Organized Crime will be held from 14 to 18 October 2024, in person, at the Vienna International Centre in Vienna.
The Conference decided, in its decision 6/3, that its sessions would be preceded by informal pre-session consultations, without interpretation, to be held on the working day preceding the first day of the Conference, which would provide an opportunity for States to engage in informal consultations on draft resolutions and, inter alia, the provisional agenda for the subsequent session of the Conference. The informal pre-session consultations will be held on Friday, 11 October 2024.
Pursuant to article 32 of the United Nations Convention against Transnational Organized Crime, a Conference of the Parties to the Convention was established to improve the capacity of States Parties to combat transnational organized crime and to promote and review the implementation of this Convention. The Conference of the Parties adopted at its ninth session resolution 9/1 on the establishment of a mechanism for the review of the implementation of UNTOC and its Protocols.

The Geneva Manual: How Do Cyber Norms Guide Us In Protecting Critical Infrastructure? Singapore International Cyber Week
Cyber threats targeting critical infrastructure (CI) and assets have become the ‘new normal’ in today’s heightened geopolitical climate, often going undetected by the victims. To maintain international security and peace, do both state and non-state stakeholders understand the right measures to secure critical assets? How do the agreed cyber norms support operators of critical facilities and other relevant stakeholders? What key questions should actors focus on to reduce harm from cyber threats affecting CI?
The gathering will explore these questions in the context of the Geneva Manual on Responsible Behavior in Cyberspace, a comprehensive guide for implementing cyber norms and confidence-building measures (CBMs) by non-state stakeholders. Launched by the Geneva Dialogue—established by the Swiss Federal Department of Foreign Affairs and led by DiploFoundation with support from the Republic and State of Geneva, the Center for Digital Trust (C4DT) at EPFL, Swisscom, and UBS—the Geneva Dialogue is a global initiative engaging over 50 organizations and experts representing diverse stakeholder groups worldwide.
This session addresses the zero draft of the new Geneva Manual chapters on critical infrastructure protection, focusing on the practical implementation of relevant cyber norms. The discussion helps collect the necessary input to finalize the next chapter of the Manual.

On 26-27 September 2024, the European Union Agency for Cybersecurity (ENISA) holds its 3rd annual European Cybersecurity Skills Conference, in Budapest, Hungary. GFCE Annual Meeting 2024
Over the last 9 years, the GFCE has witnessed the growth and maturing of the cyber capacity-building landscape. With more stakeholders than ever contributing to cyber, improving global coordination efforts to avoid the further fragmentation of the cyber capacity building ecosystem becomes imperative to tackle contemporary challenges brought about by cyberspace. To address this, the theme of this year's gathering will focus on "unifying efforts to bridge cyber capacity gaps".
The GFCE Annual Meeting 2024 will bring the GFCE Community together in Washington in person to reflect on the GFCE’s developments and activities, explore the GFCE’s coordination role in identified areas (e.g. gender inclusivity, UN processes, regional efforts), and exchange ideas and updates on key topics. Back-to-back with the Annual Meeting, the GFCE will also celebrate its Regional Meeting for the Americas and the Caribbean on the 9th September. Southeast Asia is at a pivotal moment, navigating the swift rise of digital technologies while facing an increasingly complex threat environment. The GFCE Southeast Asia Regional Meeting is designed to tackle these critical issues by promoting meaningful discussions on enhancing regional cybersecurity capacity and harnessing the potential of artificial intelligence (AI) to address cybercrime.
This event is in line with the GFCE's mission to advance capacity building across all levels. It focuses on the specific needs and challenges of Southeast Asia, aiming to bolster the region's cybersecurity defenses through collaborative efforts. The inclusion of AI in the cybersecurity conversation highlights its role as a crucial asset in the fight against cybercrime. Participants will engage in open dialogues to explore innovative approaches and solutions to strengthen the region's digital security and safeguard its citizens from emerging threats.
Scheduled to take place in person in Singapore, this event will gather ASEAN member states and other regional stakeholders. It will provide a platform to discuss the evolving cybercrime landscape and the impact of AI on enhancing cybersecurity and addressing workforce gaps. The meeting will also engage regional participants in the activities of the SEA GFCE regional hub.

Debrief on the Eighth Substantive Session of the OEWG on Cybersecurity
The UN’s Open-ended Working Group (OEWG) on information and communications technologies held its Eighth Substantive Session from July 8 to 12. The OEWG aims to further develop the rules, norms, and principles of responsible behavior in cyberspace; establish regular institutional dialogue with the broad participation of states; and continue to study the existing and potential threats in the sphere of information security, among other agenda items.
Bringing together state representatives and stakeholders, this debrief will cover the main takeaways from the session. It will provide an understanding of the key issues discussed, the progress achieved, and the challenges ahead in developing a future UN mechanism for cyber diplomacy.
