Annual Meeting on Cybersecurity

Multistakeholder collaboration between organizations and society is needed to ensure shared cyber resilience and to adequately address cyber risks. Cyber leaders and executives at the highest levels need to co- develop strategic foresight to steer effective decision-making to stay ahead of cyber threats on the horizon.

The Annual Meeting on Cybersecurity 2023 will bring together over 150 of the world’s foremost cybersecurity leaders from business, government, international organizations, civil society and academia to foster collaboration on making cyberspace safer and more resilient.

2023 Conference on International Cyber Security: War and Peace. Conflict, Behaviour and Diplomacy in Cyberspace

This is the second annual academic conference of The Hague Program on International Cyber Security, which continues the proud tradition of the annual conferences of The Hague Program for Cyber Norms.

In this 2023 Conference, the focus of the discussion is on cyber war and peace. How are the grand concepts of war and peace shaping and being shaped by digital technologies? What is cyber conflict, and what is conflict with a cyber dimension? How does the under- or unregulated grey zone of cyber operations influence stability, conflict and peace in cyberspace and beyond? How is the very existence of another domain of conflict shaping traditional thinking about grand strategy and military planning? How do the rising geo-economic tensions between digital economies and in global supply chains translate into international relations between states? How are private actors who develop or share such technologies navigating such turbulence? What are the challenges of negotiating diplomatic solutions for cyberspace in a world with a rising political temperature and a declining faith in multilateral solutions for global problems?

2023 Cyber Threat Intelligence Conference

The Cyber Threat Intelligence Conference by FIRST provides a gathering place for experts in the field to share knowledge, contribute ideas, and learn the latest in proactive approaches in relation to threat intelligence. The format is formal and includes management, technical, and hands-on components. Plenary content focuses on discussions that are more sensitive and related to the day-to-day work of participants. Workshops are interactive and taught by leading security experts in small workgroup settings.

The Conference brings together stakeholders from various verticals that would not normally gather. The main goal of the forum stays true: to unite diverse stakeholders and provide an open forum for the development of new ideas and collaboration.

The 3-day programme offers workshops (ex. Intelligence Planning, CTI and Risk Management) as well as plenary sessions (ex. Building Good Intelligence Requirements, The Blueprint for Enduring Actionable CTI).

Global Cybersecurity Forum 2023

Under the theme of ‘Charting Shared Priorities in Cyberspace’, the Global Cybersecurity Forum 2023 aims to advance the global cyber community towards aligning on strategic priorities, expanding future opportunities, and deepening multi-stakeholder engagement.

The forum will be divided into five thought-provoking sub-themes.

Cyberspace Amidst Polycrisis: Advancing collective action for cyber stability will look at how multilateral cybersecurity can be progressed in a global environment of overlapping crises and institutional challenges.

Cyber Growth Unlocked: Harnessing markets, incentives, and global public cyber goods delves into how cyber economics can be steered, driving growth of the cybersecurity sector to meet current and future challenges and needs.

Across Cyber Divides: Building a human-centered and inclusive cyberspace, asks how we can bridge social and development divides across stakeholders and within organizations and institutions.

Inside Cyber Minds: Exploring behavioral levers and motivations in cyberspace maps the behavioral and psychological aspects of cybersecurity and cybercrime, illuminating the impacts of behavior and decision-making in cyberspace.

The final subtheme, Emerging Cyber Horizons: Maximizing the benefits of paradigm-shifting technologies, considers the future of emerging technologies and their cybersecurity dimensions, and how we can harness their accelerative properties.

An open conversation on the role of the multistakeholder community in managing cybersecurity vulnerabilities

The Let’sTalkCyber initiative will host a hybrid open discussion in Partnership with Microsoft titled “An open conversation on the role of the multistakeholder community in managing cybersecurity vulnerabilities”.

The conversation will explore the patchwork of rules that are already in place across the globe at the national and international level, how the global norms for responsible state behaviour could tackle this issue, and the role that the multistakeholder community has in addressing this rising challenge.

Chairpersonship’s conference on Cyber/ICT security

At this year’s OSCE-wide Chairpersonship-in-Office Conference on Cyber/ICT Security, ‘People, Confidence, Resilience — Building Cyber Security for All’, participating States will discuss strengthening cyber resilience and building a cohesive policy approach across State actors and other stakeholders, such as the private sector, academia and NGOs.

The discussions between relevant political and expert stakeholders will focus on raising awareness about the importance of cybersecurity, capacity building and the implementation of confidence-building measures (CBMs).

Building cyber capacity with the Global South: High Level Dialogue

The conference of the project 'Cyber Resilience for Development (Cyber4Dev)' explores the multiple dimensions of cybersecurity capacity building and the role of the EU in supporting this global effort.

This Symposium and Final Conference of Cyber Resilience for Development (Cyber4Dev) will bring together the expertise of governmental representatives from Africa, Latin America, and Asia, along with representatives of EU institutions, implementing partners, key international organizations, and the academic community working on strengthening cyber capacity building, South-South, and triangular cooperation.

Singapore International Cyber Week (SICW) 2023

The 8th Singapore International Cyber Week (SICW) is taking place from 16 to 19 October 2023. The theme of this year’s SICW is “Building Trust and Security in the Emerging Digital Order”. It will explore the impact of digital developments on the global multilateral order, and how security can be developed to enable trust in the digital and cyber space. Key SICW 2023 events include the SICW Summit, the SICW Ministerial Roundtables, and a series of SICW Sessions focusing on diverse cybersecurity policy, operational, technical and diplomacy topics. The SICW will also hold the closed-door ASEAN Ministerial Conference on Cybersecurity and Special Session for our ASEAN and Dialogue Partners.
