ASEAN Country Reports: An analysis of cybersecurity posture for 10 ASEAN countries

The dynamic and evolving nature of attacks continues to pose a risk of economic damage as a looming threat. High-impact largescale Distributed Denial of Service (DDoS) attacks make use of unmanaged Internet services, which make the protection of critical infrastructures an essential component of cybersecurity. Additionally, as more countries rely on digital economies, institutions around the world have seen an increase in DDoS activities. Cyber Green analyses these trends, and presents the state of critical infrastructure within 10 countries in Southeast Asia.

To limit the exposure of associated reputational and economic harm, the risks and potential attack vectors need to be understood so that proactive measures can be put in place. This report is an initial step at showing the value of data measurements and analytics to assess the current state of resiliency against attacks. This document is data-driven, and promotes a proactive approach to ascertain where increasing incentives for added resiliency measures may be useful, and presents measurable metrics for continued risk assessment.

The analysis presents ASEAN member country profiles indicators measuring risks related to national critical routing, email, and internet infrastructure. Policy recommendations are presented in the last section which emphasize mitigation activities from a variety of actors, including internet service providers (ISPs), network operators and vendor organizations.
