Summary

EL PAcCTO (Europe Latin America Programme of Assistance against Transnational Organised Crime) is an international cooperation programme funded by the European Union that seeks to contribute to security and justice in Latin America by supporting the fight against transnational organised crime. In its intervention, EL PAcCTO addresses the entire criminal chain from an integral perspective through its work in three components: police, justice and penitentiary.

Aim

The main objective is to provide technical assistance to 18 Latin American states to help to enhance the Rule of Law and Citizen Security by:

  • Supporting the development of effective Police/Law enforcement agencies in Latin America.
  • Increasing judicial and prosecutorial cooperation.

  • Supporting the development of more modern, efficient and Human Rights sensitive Penitentiary systems.

  • Fostering regional and bi-regional (EU-LA) cooperation in the field of transnational organised crime.
