Summary

The Ministry of Digital Development, Innovation, and Communications (MDDIC) of Mongolia initiated its first Cybersecurity Capacity Maturity Model (CMM) review with the support of the Global Cyber Security Capacity Centre (GCSCC). This effort was made possible through partnerships with the United Kingdom’s Foreign, Commonwealth and Development Office (FCDO) and the Japan International Cooperation Agency (JICA), both of which provided funding and logistical support. The review marks a significant step in evaluating and enhancing Mongolia’s cybersecurity capacity amidst its ongoing digital transformation.

Aim 

The aim of this project was to assist Mongolia in conducting its first CMM review and provide a comprehensive evaluation of the nation’s cybersecurity maturity. This assessment will help the government understand its current cybersecurity capacity across multiple sectors, with the goal of identifying critical areas for improvement and guiding strategic investments in cybersecurity resilience. 

Context 

The CMM review in Mongolia is being conducted using the latest CMM framework, which evaluates cybersecurity capacity across five key dimensions: Cybersecurity Policy and Strategy; Cybersecurity Culture and Society; Building Cybersecurity Knowledge and Capabilities; Legal and Regulatory Frameworks; and Standards and Technologies. This review involves the collaboration of various national and international stakeholders, aiming to enhance Mongolia’s cybersecurity resilience. By identifying critical gaps and opportunities for improvement, the CMM review will contribute to shaping Mongolia’s cybersecurity strategy and ensuring effective investments in strengthening digital security. 

Outputs 

The output from this project will be a comprehensive CMM report detailing Mongolia’s cybersecurity capacity maturity. This report will serve as a strategic tool for the government to address identified gaps and develop targeted initiatives to improve the nation’s overall cybersecurity posture.
