Montenegro Digital Agenda Observatory – Monitoring the Development of the Digital Agenda

This Report is based on a baseline survey conducted in mod-2020. Therefore, it represents not only an overview of the state of development of e-government in Montenegro in a particular period – the second quarter of 2021, but also highlights the main novelties that have occurred over the past 12 months. Desk research was conducted for the purposes of collecting data and developing the Report. In addition, the project team conducted nine interviews with representatives of the state administration and the civil sector, which supplemented the findings from the desk research. Three e-services that can be used by Montenegrin citizens were tested within focus groups.
