Aim

The aim of this project was to develop Ghana’s national CSIRT operational capacities.

Context

At the start of the project, Ghana’s national CSIRT was composed by three civil servants. Later, the CSIRT would be integrated into Ghana’s Cyber Security Authority (CSA).

Outcomes

  • As a result of this project, Ghana’s CSIRT and CSA expanded to a team of more than 100 qualified staff.
  • CSA and the national CSIRT raised awareness of cybersecurity risks to more than 275,000 Ghanaians and created a point of contact for reporting cybercrime that was used more than 50,000 times.
  • All of these efforts enabled Ghana to rise from 86th place for cybersecurity capacity globally in 2017 to 43rd in 2021, becoming the top-ranking country in Western and Central Africa, according to ITU’s Global Cybersecurity Index. This success was further expanded in the 2024 edition, with Ghana ranking amongst the five African countries (and the only West African one) at Tier 1 (Role-modelling) status, with a score between 95-100.
