Aim
The aim of subcomponent 2 of the Pacific Regional Connectivity Program (PRCP) in Tonga (P113184) was to support the enabling environment for connectivity in Tonga. Subcomponent 2(i) addressed telecommunications policy, legal and regulatory development, focusing on the provision of recommendations regarding amendments to existing legislation and new draft laws and regulations, such as laws on cybercrime, data protection, privacy, e‐transactions.
Context
The objective of the World Bank’s PRCP was to reduce the cost and increase the availability of international bandwidth for participating countries, and thereby facilitate the development of a wide range of ICT applications to support social and economic development in the Pacific region.
The objective of Phase 1 – Tonga-Fiji Connectivity Project was to improve the enabling environment for telecommunications and ICT in Tonga, including greater competition and increased access to infrastructure and services by reducing the costs of international connectivity and strengthening the telecommunications regulatory framework. Access to the capacity on this new infrastructure will be available on an open-access basis. Expected sector-specific outcomes are: (a) increased international connectivity; (b) improved enabling environment; and (c) increased access to ICT services.
Outputs
Fast progress was made preparing new cybercrime legislation and Tonga acceded to and ratified the Budapest Convention on Cybercrime in 2015. In November 2020, Tonga adopted a new Electronic Communication Abuse Act.
Activities
Through technical assistance the project provided advice and recommendations concerning laws on cybercrime, data protection, privacy, e‐transactions.
