The Norms Implementation Checklist is a series of workshops which cover the necessary steps and possibilities towards extending non-binding norms of responsible State behaviour in the use of ICTs.

Aim

The Checklist will build on the 2019 ASEAN Ministerial Conference on Cybersecurity (AMCC) norms chart developed by the ASEAN Member States (AMS) and is envisioned to constitute a simple guide for a set of actions that developing countries could take towards implementing the 11 voluntary, non-binding norms of responsible State behaviour in the use of ICTs.

Context

At the 5th Singapore International Cyber Week (SICW) in 2020, Singapore announced that they would be developing a Norms Implementation Checklist under the auspices of the United Nations-Singapore Cyber Programme (UNSCP).

Outcomes

To have a consolidated checklist for a set of actions that developing countries could take towards implementing the 11 voluntary, non-binding norms of responsible State behaviour in the use of ICTs.

Lectures and breakout group discussions were carried out as part of this project.
