Summary
New Zealand will deliver a new package of support to Pacific governments to improve the capacity of Pacific Island countries to prepare for and respond to cyber security risks. This will total NZD 10m over five years.
Details
Aim
The aim is to strengthen the Pacific Islands capacity to provide safe, secure online environment for their citizens and to maximise the benefits of a free and open internet while minimising cyber security risks.
Context
The New Zealand Minister of Foreign Affairs Winston Peters and Minister of Broadcasting Communications and Digital Media Kris Faafoi announced this initiative in 2019, to support Pacific countries to respond to cyber security risks in the region. With developments in connectivity in the region, Pacific countries are seeing an increased risk of cyber security threats and New Zealand has committed to supporting Pacific neighbours to provide a safe, secure online environment for their citizens and to maximise the benefits of a free and open internet while minimising cyber security risks.
Outcomes
The objectives of the programme are to support Pacific partners to develop
- effective national cyber security strategies agreed to by their respective governments with a robust governance mechanism to ensure delivery;
- strong security standards and frameworks in place for the management of information and underlying information systems;
- effective tools and connections to continue to build CERT capacity long-term;
- resources to undertake awareness-raising campaigns on cyber safety domestically;
- cyber security and cybercrime legislation which meets international standards and is passed into law; and
- capability and capacity to investigate and prosecute under this legislation.
Activities
- A partnership between New Zealand and Samoa has strengthened cyber security resilience in the Pacific with the establishment of the region’s latest national computer emergency response team (CERT): SamCERT.
A range of implementors, partners and activities, will be engaged during the course of this project.
