Summary

Project KSV/023 “Sustainable Growth in Kosovo” seeks to boost cybersecurity awareness and capabilities of Civil Servants. This includes developing a curriculum for tailored training at KIPA and establishing a Cybersecurity Lab at ASK, enhancing public sector training practices and promoting knowledge sharing. Partnerships with Luxembourg organizations, like the House of Cybersecurity and Luxembourg House of Training, will be explored, along with collaboration with the Western Balkans Cyber Capacity Centre. The lab will enable testing of cybersecurity solutions, simulations of cyber-attacks, and hands-on training for KIPA professionals, contributing to government agency security and preparedness. 

Details

Aim

Increase the Cybersecurity awareness and capacities of Civil Servants. It will enhance the knowledge of civil servants by creating a curriculum for adapted training on the subject at KIPA and enhance the skills of civil servants through the establishment and operationalization of a Cybersecurity Lab at ASK at the MIA.  

Context

The second result of the project KSV/023 “Sustainable and inclusive growth in Kosovo” aims to increase the Cybersecurity awareness and capacities of Civil Servants. It will enhance the knowledge of civil servants by creating a curriculum for adapted training on the subject at KIPA and enhance the skills of civil servants through the establishment and operationalization of a Cybersecurity Lab at ASK at the MoIA.  

The curriculum at KIPA will promote effective training practices within the public sector, through the design and delivery of a comprehensive training of trainers (ToT) program. This program aims to empower trainers with the necessary tools, methodologies, and subject matter expertise to deliver high-quality training sessions.  

The cybersecurity lab at ASK will develop and test cybersecurity solutions and promote collaboration and knowledge sharing in the field of cybersecurity within Public Sector and preferably with academia and the private sector. Building a cybersecurity lab for the public sector can help to improve the security posture of government agencies, protect sensitive data and systems, and ensure that critical services are available to the public. The cybersecurity lab would be used to develop and test new cybersecurity solutions, as foreseen under the Law and Strategy on Cybersecurity. By testing new solutions in a controlled environment, agencies can ensure that they are effective before deploying them in the real world. By simulating cyber-attacks and testing security protocols, agencies can identify vulnerabilities and implement measures to strengthen their defences against potential threats. This can be particularly important for the public sector, which may have unique security needs and face specific types of threats. Additionally, the cybersecurity lab would be used to provide hands-on training for cybersecurity professionals at KIPA, allowing them to hone their skills and stay up-to-date with the latest threats and trends. 

Partnerships with the Luxembourg eco-system will be sought with for example the House of cybersecurity, Luxembourg House of Training, IEAP, etc.  

Coordination and collaboration with other donors supported activities will be sought during the inception phase and the implementation phase of the project and especially with the Western Balkans Cyber Capacity Centre (WB3C) financed by France and Slovenia.
