The World Bank has funded and implemented and funded a review of Ecuador’s cybersecurity capacity maturity levels in partnership with the Ministry of Telecommunications and Digital Society (MINTEL) of Ecuador.

Aim
The aim of this project is to carry out a Cybersecurity Capacity Maturity Model (CMM) of the Global Cyber Security Capacity Centre (GCSCC) and provide a review of Ecuador’s capacity infrastructure. Such an assessment aims to give stakeholders a better understanding of national and critical infrastructure cybersecurity capacities while being able to prioritise investment and make strategic decisions.
Context
The previous CMM review of Ecuador was conducted in 2019, while the latest review was completed by the end of 2022. This project, therefore, enhances the applicability and relevance of findings in the context of current Ecuadorian cyber capacity building.
Outcomes
The Global Cyber Security Capacity Centre (GCSCC)’s CMM framework contributes towards achieving cybersecurity resilience not only through gaining a more profound understanding of international cybersecurity capacity but also by increasing effective investment into cybersecurity capacity based on a rigorous analysis of data collected through the model implementation. Through the application of the CMM, critical gaps in all areas of national cybersecurity are identified and filled with scalable and effective measures, in cooperation with international partners.
Outputs
In partnership with MINTEL and the World Bank, a comprehensive report on the diagnostics of Ecuador’s cybersecurity capacity as of 2022 has been published.
