Background
In 2020, the General Assembly established a five-year open-ended working group on security of and in the use of information and communications technologies 2021–2025. The group is mandated to further develop the rules, norms and principles of responsible behaviour of States; to consider initiatives of States aimed at ensuring security in the use of information and communications technologies; to establish, under the auspices of the United Nations, regular institutional dialogue with the broad participation of States; to continue to study, with a view to promote common understandings, existing and potential threats in the sphere of information security.

Report Launch: “National Cybersecurity Strategies: Lessons Learned and Reflections from the Americas and Other Regions”

A National Cybersecurity Strategy is an essential policy tool for any nation’s economic, security, and social well-being. As Latin America and the Caribbean prioritize the development, revision, and implementation of NCS, adopting the best approach at the national level can become a challenge. The Cybersecurity Program of the OAS/CICTE and Global Partners Digital will launch their publication: “National Cybersecurity Strategies: Lessons Learned and Reflections from the Americas and Other Regions” addressing possible approaches to develop, implement, and review an NCS.

Global Policy Dialogue and Briefing: Cybersecurity Strategy Design and Implementation

The World Bank and ITU are co-organizing a Global Policy Dialogue and Briefing on Cybersecurity Strategy Design and Implementation to highlight the importance of designing, implementing and maintaining a national cybersecurity strategy (NCS). The main objective is to support national leaders and policymakers in the ongoing development, establishment, and implementation of national cybersecurity strategies and policies.

The event will be held virtually April 6:
• 8:00 am – 10:00 am CEST for Asia and the Pacific
• 2:00 pm – 4:00 pm CEST for Africa, Americas, Arab Region, Europe & CIS.

The first hour of each session will focus on Designing and Implementing Cybersecurity Strategies, with representatives from demand and supply countries in terms of cybersecurity capacities. The second hour will be a NCS Masterclass that will introduce the second edition of the Guide to Developing a National Cybersecurity Strategy, present its features and possibilities for implementation.

2021 African Commonwealth Virtual Conference and Workshops

This conference will bring together representatives from across the African Commonwealth, the wider African continent, and the UK to share knowledge and experience, and to build new relationships that will help you improve your national and regional cyber security.

The goals of the conference are to encourage and support nations working together to increase resilience against cyber threats, and to build a more cyber-secure future through partnership and collaboration.

- Week 1 of the conference will start with scene-setting introductions, an immersive cyber exercise, and discussion around sharing experience, knowledge and lessons learned to support cyber security maturity growth across the African Commonwealth.
- Week 2 of the conference will focus on cyber threats - both current and emerging - and how we can work together to combat them. Special consideration is given to the importance of national cyber security strategies and cyber legislation.

Digital technologies can be a powerful  enabler and catalyst  of inclusive and sustainable socio-economic development, but only if they are safe, secure, and resilient.  In order to  reap the benefits and manage the challenges of digitalization, countries need to frame their digital transformation and the proliferation of ICT-enabled infrastructures and services  within a comprehensive National Cybersecurity Strategy.  

To support governments in this endeavour,  a  consortium of partner organisations  from  the  public, private sectors, civil society and academia  jointly  developed and published a Guide to  Developing a National Cybersecurity Strategy  (NCS)  in 2018. Since then, most countries have  both  accelerated their digital transformation  and become increasingly concerned about the immediate and future threats to their critical services, infrastructures, institutions, and businesses, as well as to international peace and security that could result from cyber incidents. 

The fast-changing nature of cyberspace, the increased dependency on ICTs, and the proliferation of digital risks all call for continuous improvements to national cybersecurity strategies. For this reason, the authors of the Guide have updated its content to reflect the evolving nature of cyberspace, as well as the main trends that can impact cybersecurity and should therefore be included into national strategic planning. The objective of this second edition is to instigate strategic thinking and help national cybersecurity stakeholders in the development and implementation of such national cybersecurity strategies and policies.

Roundtable on Implementing Digital Transformation – A Case for Cyber Cooperation

The Department of International Relations and Cooperation of South Africa and the Ministry of Foreign Affairs of the Netherlands, in partnership with the Observer Research Foundation America and Research ICT Africa, are organizing a Roundtable on Implementing Digital Transformation - A Case for Cyber Cooperation on October 6 at 15:00-16:30 SAST.

This roundtable will focus on refining the understanding of the imperative of inclusive digital transformation and the concomitant security implications and risks of this transformation in Africa. Furthermore, to examine ways in which these concerns can be addressed, speakers will provide examples of initiatives related to SDG 16 and 17 (and other SDG targets) being undertaken in multilateral and multistakeholder cooperation frameworks, that are currently contributing to a more equitable, secure and stable cyberspace.

Cybersecurity in Railways: Building a Resilient Railway Infrastructure Together

2021 marks the European Year of Rail - the European Commission initiative highlights the benefits of rail as a sustainable, smart and safe means of transport to support the delivery of its European Green Deal objectives in the transport field. Cybersecurity is a key requirement to enable railways to deploy and exploit the full extent of a connected, digital paradigm.

ENISA, the European Union Agency for Cybersecurity, and ERA, the EU Agency for Railways, have joined forces to organise a virtual Conference on Rail Cybersecurity. The conference will bring together experts to discuss the latest cybersecurity developments and challenges that the sector is facing. The aim is to foster the dialogue among railway organisations, policymakers, industry, researchers, and standardization and certification organizations.

The conference is divided into four sessions, where panellists and attendants will be able to discuss different topics:

2021: The emergence of digital foreign policy

All countries, albeit with differences in emphasis depending on their circumstances and capabilities, recognise that digitisation plays a role in foreign policy. In the age of digitisation, diplomacy is shifting and adapting. Some countries have launched comprehensive digital foreign policy strategies, others have instantiated dedicated positions such as cyber ambassadors or tech envoys. With existing developments coming to fruition and new developments taking shape, we believe that 2021 is the year where we will see digital foreign policy emerge fully.

Aims of the event -
Mapping: What is the current situation regarding countries’ digital foreign policy strategies? What other documents are particularly relevant and what are the different approaches taken by countries?
