2024 FIRST & AfricaCERT Symposium: Africa and Arab Regions
The 2024 FIRST & AfricaCERT Symposium for the African and Arab Regions will take place from November 26–28, 2024, at the AVANI Victoria Falls Resort in Livingstone, Zambia. This event is co-hosted by AfricaCERT, the Southern African Development Community (SADC), and the Zambia Information and Communications Technology Authority (ZICTA).
The symposium will welcome global FIRST Member Teams and CSIRTs from the African and Arab regions, alongside network operators, anti-abuse teams, and other security professionals from these regions.

2024 Conference on International Cyber Security
The 7th annual conference on international cyber security of The Hague Program on International Cyber Security (Leiden University) features a diverse program with keynotes and panel discussions from leading experts in the field. Day one includes sessions on platform governance, the impact of AI on democracy, and influence operations, culminating in a keynote by Marietje Schaake addressing the need to protect democracy from technology's challenges. UN Cybercrime Convention: What does it mean and how will it impact all of us?
After three years of negotiations, initiated by Russia in 2017, the UN Member States at the Ad Hoc Committee (AHC) adopted the draft of the first globally binding legal instrument on cybercrime. The adoption of the convention has proceeded despite significant opposition from human rights groups, civil society, and technology companies, who have raised concerns about potential risks of increased surveillance.
Once formally adopted, how will the UN cybercrime convention impact the security of users in the cyber environment? What does this legal instrument actually say about the cross-border cooperation in combating cybercrime? What human rights protections and safeguards does it provide?

Research Workshop: Expertise in Cyber Diplomacy
In an era where digitalization and cyber issues have taken center stage in international affairs, this workshop will delve into the critical role of expertise in cyber diplomacy. Lars Gjesvik from the Norwegian Institute of International Affairs and Johann Ole Willers from Copenhagen Business School present their recent research, which examines how specialized knowledge influences the structure and outcomes of international negotiations on digital issues. By analyzing key trends in the formation of cyber diplomacy expertise, the authors reveal how expertise shapes the dynamics and results of negotiations across prominent diplomatic platforms.
This workshop is part of ECCRI's ongoing Virtual Research Workshop series running from October 2024 to January 2025, focusing on the challenges emerging technologies pose to international governance, democratic principles, and human rights. In these monthly sessions, experts present current research for in-depth feedback from a selected discussant and the community.

Paris Peace Forum 2024 (7th Edit.) – Wanted: A Functioning Global Order
The 7th edition of the Paris Peace Forum will take place on 11-12 November 2024, at the historic Palais de Chaillot in Paris, a venue directly facing the Eiffel Tower across the Seine. This year’s theme, “Wanted: A Functioning Global Order“, will address the urgent need for effective international governance in a world marked by great power rivalries, global instability, North-South distrust and new transnational challenges.
The event will have a strong focus on the landmark election year and the impact of political tensions on the 2024 geopolitical context and multilateralism. The 7th Paris Peace Forum will take place less than a week after the U.S. presidential election and just before the G20 in Rio and COP in Baku, but also in a year where votes were held for the European Parliament, as well as national elections in India, Mexico, Indonesia, France and the United Kingdom.
Shortly after the UN Summit of the Future, it will also convene discussions with all relevant actors on how to address urgent violent conflicts, from the war in Ukraine through the situation in the Middle East, Central Africa and the Horn of Africa.
In addition, the Forum will continue to focus on the international governance of global public goods: agriculture, transition minerals, fair benefit-sharing in public health, cybersecurity, AI and other key issues that require greater coordination on a north-south and east-west basis, and which can lay the groundwork for sustainable peace through dialogue.
The event will be an opportunity to showcase the 10 projects selected at the 2023 Forum. They will present their results and achievements after a year of customized support through our Scale-up Program.

9th Substantive Session – U.N. OEWG on security of and in the use of information and communications technologies 2021-2025
The 9th Substantive Session of the U.N. Open-Ended Working Group (OEWG) on Security of and in the Use of Information and Communications Technologies (2021-2025) is convened in accordance with the letter on the Proposed Schedule of OEWG Meetings 2023-2025 from Burhan Gafoor, Chair of the OEWG and representative of the Permanent Mission of the Republic of Singapore to the U.N., sent on 17 August 2023.
In 2020, the General Assembly through resolution 75/240, established a new five-year open-ended working group on security of and in the use of information and communications technologies 2021–2025. The group is mandated to further develop the rules, norms and principles of responsible behaviour of States; to consider initiatives of States aimed at ensuring security in the use of information and communications technologies; to establish, under the auspices of the United Nations, regular institutional dialogue with the broad participation of States; to continue to study, with a view to promoting common understandings, existing and potential threats in the sphere of information security, inter alia, data security, and possible cooperative measures to prevent and counter such threats, and how international law applies to the use of information and communications technologies by States, as well as confidence-building measures and capacity-building.

12th Session of the Conference of the Parties to the United Nations Convention against Transnational Organized Crime
The twelfth session of the Conference of the Parties to the United Nations Convention against Transnational Organized Crime will be held from 14 to 18 October 2024, in person, at the Vienna International Centre in Vienna.
The Conference decided, in its decision 6/3, that its sessions would be preceded by informal pre-session consultations, without interpretation, to be held on the working day preceding the first day of the Conference, which would provide an opportunity for States to engage in informal consultations on draft resolutions and, inter alia, the provisional agenda for the subsequent session of the Conference. The informal pre-session consultations will be held on Friday, 11 October 2024.
Pursuant to article 32 of the United Nations Convention against Transnational Organized Crime, a Conference of the Parties to the Convention was established to improve the capacity of States Parties to combat transnational organized crime and to promote and review the implementation of this Convention. The Conference of the Parties adopted at its ninth session resolution 9/1 on the establishment of a mechanism for the review of the implementation of UNTOC and its Protocols.

The Geneva Manual: How Do Cyber Norms Guide Us In Protecting Critical Infrastructure? Singapore International Cyber Week
Cyber threats targeting critical infrastructure (CI) and assets have become the ‘new normal’ in today’s heightened geopolitical climate, often going undetected by the victims. To maintain international security and peace, do both state and non-state stakeholders understand the right measures to secure critical assets? How do the agreed cyber norms support operators of critical facilities and other relevant stakeholders? What key questions should actors focus on to reduce harm from cyber threats affecting CI?
The gathering will explore these questions in the context of the Geneva Manual on Responsible Behavior in Cyberspace, a comprehensive guide for implementing cyber norms and confidence-building measures (CBMs) by non-state stakeholders. Launched by the Geneva Dialogue—established by the Swiss Federal Department of Foreign Affairs and led by DiploFoundation with support from the Republic and State of Geneva, the Center for Digital Trust (C4DT) at EPFL, Swisscom, and UBS—the Geneva Dialogue is a global initiative engaging over 50 organizations and experts representing diverse stakeholder groups worldwide.
This session addresses the zero draft of the new Geneva Manual chapters on critical infrastructure protection, focusing on the practical implementation of relevant cyber norms. The discussion helps collect the necessary input to finalize the next chapter of the Manual.
