2024 Innovations Dialogue: Quantum technologies and their implications for international peace and security
The 2024 Innovations Dialogue conference theme is Quantum Technologies and Their Implications for International Peace and Security. This topic is particularly timely, as the United Nations has declared 2025 the International Year of Quantum Science and Technology. This global recognition highlights quantum science’s crucial contributions to technological advancement, sustainable development and equitable access to education and opportunities in this emerging field.
Launched in 2019 and organized by UNIDIR’s Security and Technology Programme, the Innovations Dialogue is one of our flagship annual events. It serves as a unique multi-stakeholder forum for examining developments in science and technology that have significant implications for international peace and security. Similarly established in 2019, GESDA is dedicated to addressing the intersection of science anticipation and global governance for multi-stakeholder action by bringing together experts from diverse geographical and professional backgrounds, including the diplomatic and policy communities, the scientific and technical sectors, industry, academia and civil society.

Global Forum on AI and Digital Transformation in the Public Sector (2025)
As part of the 20-year review of the WSIS, the UNESCO Global Forum on AI and Digital Transformation in the Public Sector will take place on 12-13 February 2025.
The forum will address the urgent need to build public sector capacity for effectively leveraging Artificial Intelligence (AI), digital technologies, and robust data governance frameworks in promoting sustainable, inclusive, and human rights-based governance. Senior policymakers, industry leaders, academia, and civil society will come together to tackle these critical challenges.
Organized over two days, the UNESCO Global Forum aims to:
- Propose a Plan of Action for Public Sector Capacity Building on AI and Digital Transformation.
- Launch the Dynamic Coalition on Digital Capacity Building.
- Convene stakeholder consultations on the Data Governance Toolkit: A Roadmap for Navigating the Digital Age.
- Foster international collaboration to advance responsible and interoperable approaches.
- Advance global frameworks, including the Global Digital Compact.
Provide input to the WSIS+20 review to shape a reinvigorated WSIS 2.0 vision.
- Foster Knowledge Exchanges and Partnerships
- Launch the Digital Transformation Repository and Learning Hub.
Share best practices, promoting mutual learning and collaboration among stakeholders.

Third African Forum on Cybercrime (2025)
Further to the two African fora on cybercrime which were held in October 2018 and in June 2021, the African Union Commission (TBC), the European Union and the Council of Europe (GLACY-e project) are organising on 11-13 March 2025 a third edition of the African forum on cybercrime. The event will be hosted by the Kenyan Ministry of Interior and National Administration with the assistance of the Kenya Judiciary Academy (KJA).
The third African forum on cybercrime will focus on addressing emerging threats and identifying more effective ways to counter cybercrime. The Forum will serve as a platform for exchanging knowledge and practical experience based on successful operations. International and national actors in the field of cybercrime are invited to take this opportunity to exchange experience and to engage in effective cooperation on cybercrime and electronic evidence.

The 2025 TF-CSIRT Meeting & FIRST Regional Symposium Europe is organized by the Forum of Incident Response and Security Teams (FIRST), will bring together cybersecurity experts from across Europe. The symposium features a balanced mix of management, technical, and hands-on components, offering plenary sessions and interactive training delivered by top security professionals.
Plenary sessions will address high-interest topics for FIRST members, focusing on regional issues and sensitive matters closely tied to the day-to-day work of participants. Key themes include Incident Response Strategies & Exercises, Threat Intelligence & Detection, the impact of Quantum Computing on Cybersecurity, and the importance of Psychological Safety in Cybersecurity. The 2024 FIRST & AfricaCERT Symposium for the African and Arab Regions will take place from November 26–28, 2024, at the AVANI Victoria Falls Resort in Livingstone, Zambia. This event is co-hosted by AfricaCERT, the Southern African Development Community (SADC), and the Zambia Information and Communications Technology Authority (ZICTA).
The symposium will welcome global FIRST Member Teams and CSIRTs from the African and Arab regions, alongside network operators, anti-abuse teams, and other security professionals from these regions.

2024 Conference on International Cyber Security
The 7th annual conference on international cyber security of The Hague Program on International Cyber Security (Leiden University) features a diverse program with keynotes and panel discussions from leading experts in the field. Day one includes sessions on platform governance, the impact of AI on democracy, and influence operations, culminating in a keynote by Marietje Schaake addressing the need to protect democracy from technology's challenges. UN Cybercrime Convention: What does it mean and how will it impact all of us?
After three years of negotiations, initiated by Russia in 2017, the UN Member States at the Ad Hoc Committee (AHC) adopted the draft of the first globally binding legal instrument on cybercrime. The adoption of the convention has proceeded despite significant opposition from human rights groups, civil society, and technology companies, who have raised concerns about potential risks of increased surveillance.
Once formally adopted, how will the UN cybercrime convention impact the security of users in the cyber environment? What does this legal instrument actually say about the cross-border cooperation in combating cybercrime? What human rights protections and safeguards does it provide?

Research Workshop: Expertise in Cyber Diplomacy
In an era where digitalization and cyber issues have taken center stage in international affairs, this workshop will delve into the critical role of expertise in cyber diplomacy. Lars Gjesvik from the Norwegian Institute of International Affairs and Johann Ole Willers from Copenhagen Business School present their recent research, which examines how specialized knowledge influences the structure and outcomes of international negotiations on digital issues. By analyzing key trends in the formation of cyber diplomacy expertise, the authors reveal how expertise shapes the dynamics and results of negotiations across prominent diplomatic platforms.
This workshop is part of ECCRI's ongoing Virtual Research Workshop series running from October 2024 to January 2025, focusing on the challenges emerging technologies pose to international governance, democratic principles, and human rights. In these monthly sessions, experts present current research for in-depth feedback from a selected discussant and the community.

ENISA is pleased to announce its 1st Cybersecurity Awareness Raising Conference, which will be organised in collaboration with the Slovenian National SI-CERT, at CANKARJEV DOM, in Ljubljana, Slovenia.
The Conference is addressed to professionals of the public and private sector who are tasked with Cybersecurity Awareness Raising, either within their organisation or as an outside activity.
Participants will have the opportunity to acquaint themselves with cyber psychology and the current trends in approaching diverse target audiences; draw lessons from experience to this day; and learn about awareness raising best practices and gamified content.

Paris Peace Forum 2024 (7th Edit.) – Wanted: A Functioning Global Order
The 7th edition of the Paris Peace Forum will take place on 11-12 November 2024, at the historic Palais de Chaillot in Paris, a venue directly facing the Eiffel Tower across the Seine. This year’s theme, “Wanted: A Functioning Global Order“, will address the urgent need for effective international governance in a world marked by great power rivalries, global instability, North-South distrust and new transnational challenges.
The event will have a strong focus on the landmark election year and the impact of political tensions on the 2024 geopolitical context and multilateralism. The 7th Paris Peace Forum will take place less than a week after the U.S. presidential election and just before the G20 in Rio and COP in Baku, but also in a year where votes were held for the European Parliament, as well as national elections in India, Mexico, Indonesia, France and the United Kingdom.
Shortly after the UN Summit of the Future, it will also convene discussions with all relevant actors on how to address urgent violent conflicts, from the war in Ukraine through the situation in the Middle East, Central Africa and the Horn of Africa.
In addition, the Forum will continue to focus on the international governance of global public goods: agriculture, transition minerals, fair benefit-sharing in public health, cybersecurity, AI and other key issues that require greater coordination on a north-south and east-west basis, and which can lay the groundwork for sustainable peace through dialogue.
The event will be an opportunity to showcase the 10 projects selected at the 2023 Forum. They will present their results and achievements after a year of customized support through our Scale-up Program.
