Aim
The e-Governance Academy worked to complete an inventory assessment and make a detailed plan for implementation of a governmental interoperability framework.
- To implement and launch the governmental interoperability framework, based on the Estonian X-Road solution, into the Namibian e-Government interoperability system
- To develop the organizational setup, regulatory framework and principle standards related to the e-government interoperability system to be used by various ministries, offices, agencies and other governmental institutions
Outcomes
- First stage
- The e-Governance Academy completed an inventory assessment and made a detailed plan for the project implementation.
- eGA analysed the inventory of the present systems, databases, and ICT infrastructure to deliver an assessment of its readiness for connection with the interoperability platform.
- eGA assessed additional work necessary to guarantee the efficient and effective implementation of the e-government interoperability system
- eGA examined the inventory of organizational set-up and existing technical (hardware) support and determined if any changes were needed.
- The existing legal framework was analysed and necessary changes in regard to the implementation of the e-government interoperability system were proposed.
- Second stage
- eGA analysed current Namibian e-government developments and elaborated proposals for organisational set-up and legal framework to enable data exchange between government databases and information systems
- A test solution of the e-Government interoperability system was provided and an implementation roadmap was presented for approval
- Third stage
- Full scale implementation of the interoperability solution with Cybernetica Ltd.
Outputs
A governmental interoperability framework based on Estonian X-Road system was introduced into the Namibian e-Government interoperability system. The governmental interoperability framework was created by using Unified eXchange Platform (UXP) as a interoperability technology. UXP connects any amount of databases in an efficient and secure way and helps to create e-services for government and citizens. UXP was implemented by Cybernetica Ltd. Moreover, eGA developed the organizational setup, regulatory framework and principle standards related to the e-government interoperability system to be used by various ministries, offices, agencies and other governmental institutions.
