Community Talk #4 on Cyber Diplomacy

How much do we need to know about the cyber threats we’re facing?

For the Community Talk #4 we will focus on existing international info sharing mechanisms and challenges to this, as well as discuss the complexities of attribution when fighting the cyber threats we’re facing. For this we will discuss the two 2015 UN GGE norms B and D and their implementation.

Three simple questions to the experts will identify:
(i) what best practices/international mechanisms already exist for information sharing and exchange as well as for attribution;
(ii) where we failed and are failing: what we as a global community don’t know about threats we’re facing in cyberspace; and
(iii) what the priorities are for the global community in 2021 in this regard.

Workshop 1: Conceptualising Cyber Diplomacy

The aim of the workshop is to bring all the CYDIPLO network teachers and researchers together and to build understanding within the project of a range of perspectives on cyber diplomacy, what it is, how we understand it from different academic disciplines, and how we can use the multidisciplinary expertise in the project to further the main project activities and outputs. As well as a series of roundtable discussion, the workshop will include talks from those actively involved in cyber diplomacy and leading academics in the field.

The Fifth Edition of the National Italian Conference on Cybersecurity

From the 7th to the 9th of April, the Cybersecurity National Laboratory (CINI – National Interuniversity Consortium for Informatics) will host the fifth edition of ITASEC: the main national conference on cybersecurity.

The event, which will be held for the first time entirely for free and online, brings together researchers and professionals from academia, industry and government to discuss emerging challenges and established needs in the field of cybersecurity.

The rich program will include several scientific and general sessions that will address the broadest issues of cybersecurity, from the cyber diplomacy field to the cyber-risks in aerospace, exploring also the women’s role in this expanding market and the protection of strategic assets for national security.

Next to the sessions that imagine the future – a habit of our conference – wide space will be dedicated to the experiences that characterize our knowledge of the network and the way we interface with it: from 5G technology to the activities that promote a more secure European virtual space. In addition, ITASEC21 will also offer the opportunity to collect the experiences and the vision of our sponsors (Accenture, aizoOn, Blu5 group, Bv Tech, Cisco, Exabeam, Exprivia, Leonardo, Microsoft Italia and Minsait are the Platinum; 7Layers and Tiesse the Gold; Hermes bay as Silver) on the world of cybersecurity from a business point of view.

As usual, ITASEC21 will be hosting also a panel on the Italian’s “National Cyber Perimeter”, even more essential in the aftermath of a health crisis to which the country has responded by demonstrating great organizational skills to preserve both the world of industry and academia, thanks precisely to the use of digital and remote working.

OEWG Multi-stakeholder Exchange

Over the past two years the United Nations Open-ended working group on developments in the field of information and telecommunications in the context of international security (OEWG) has been discussing issues of critical importance to international security and stability. In January this year, the OEWG Chair published the Zero Draft of its mandated Report, based on those important conversations.

Following the success of the Intersessional Multi-Stakeholder Meeting in 2019 and the Informal Multi-Stakeholder Virtual Dialogue Series in December 2020, we want to engage the multi-stakeholder community again to discuss the latest draft. The consultations, taking place on 25th February (8am-Noon EST), will provide an opportunity for non-governmental organizations to highlight their views to government representatives ahead of the next round of discussions, and will focus on each of the six topics that the report touches on.

Informal Multi-stakeholder Cyber Dialogue

The objective of the Informal Multi-stakeholder Virtual Dialogue Series is to support the ongoing discussions at the UN Open-Ended Working Group (OEWG) on developments in the field of information and communication technology (ICT) in the context of international security. Taking place in a new virtual format, it is an informal event at the initiative of the multi-stakeholder community and a number of UN member states. The dialogue series is intended to complement the OEWG, but it is not a formal part of the OEWG process.

Digital Security and Economic Recovery

The online high-level event ‘Digital Security and Economic Recovery: Boosting Confidence and Productivity through Secure Digital Technology’ is organised by DiploFoundation and the Swiss Confederation as part of the Geneva Dialogue on Responsible Behaviour in Cyberspace. The event will be opened with a keynote address by Swiss Federal Councillor Ueli Maurer. A dialogue, moderated by Mr Jovan Kurbalija (DiploFoundation), will follow with high-level officials from leading global companies: Ms Sabine Keller-Busse (UBS), Mr Eugene Kaspersky (Kaspersky), Mr Jeremy Thompson (Huawei), and Mr Casper Klynge (Microsoft). This high-level event will discuss how the fragmented regulatory environment impacts the security of digital products and services, including those in supply chains. It aims to clarify possible collaborative responses from both industry and governments on how to facilitate financial and economic recovery through trusted digital technologies. The event is organised as part of the Geneva Dialogue on Responsible Behavior in Cyberspace (genevadialogue.ch), which has been discussing industry roles and responsibilities with the aim to establish globally shared best practices and baseline requirements for the security of digital products and services.

Final Substantive Session of the sixth UN GGE

The Final Substantive Session of the sixth United Nations Group of Governmental Experts on Developments in the Field of Information and Telecommunications in the Context of International Security (UN GGE) has been scheduled for May 2021. The group was established following Resolution 73/266 (December 2018) of the United Nations General Assembly (UNGA), with the aim to continue the work of the previous five groups. It is therefore expected to continue to study, with a view to promoting common understandings, existing and potential threats in the sphere of information security and possible cooperative measures to address them, and how international law applies to the use of information and communications technologies by states, as well as norms, rules and principles of responsible behaviour of states, confidence-building measures, and capacity-building.

UN OEWG 3rd round of informal virtual meetings

The UN Open-Ended Working Group (OEWG) will hold its third round of informal virtual meetings between 17-19 November. The group will discuss the confidence building measures and capacity building section of the pre-draft 2 report. The OEWG was established by the UN General Assembly in December 2018 (A/RES/73/27). The OEWG is tasked to continue to develop the rules, norms, and principles of responsible behaviour of states; discuss ways for their implementation; and to study the possibility of establishing regular institutional dialogue with broad participation under the auspices of the UN. Also included in the group’s mandate is a study of existing and potential threats to information security and possible confidence building measures and capacity building. Its composition is declared as open, allowing all UN member states that express a desire to participate.
