Phase 2 of the World Bank’s Regional Communications Infrastructure Program (RCIP) strengthened the management and technical skills of government ICT sector agencies in Rwanda, including to address issues related to cyber security.

Aim

Subcomponent 1.1 of RCIP Phase 2 provided capacity building and advisory support to ICT sector agencies with the aim of strengthening their management and technical skills to meet the objectives in the government’s Vision 2020.  This included activities related to cyber security.

Context

A broad project focusing on communications infrastructure and eGovernment services.

The World Banks’ Regional Communications Infrastructure Program (RCIP) aims at assisting East and Southern Africa (E&SA) countries to implement a strategy of effective regional connectivity and increased government efficiency through the use of this connectivity, by (i) offering technical assistance to promote further sector liberalization arid to resolve’ market efficiency gaps, (ii) leveraging private investment in the deployment of regional and national backbone infrastructure, as well as rural networks through public private partnership (PPP) arrangements and capacity purchase, and (iii) leveraging the infrastructure to increase government efficiency and transparency through the selective deployment of key e-Government services.

The first phase of RCIP assisted Kenya, Burundi and Madagascar (P094103, P127380 and P149019).  The second phase assisted Rwanda.  The third phase assisted Tanzania, Mozambique and Malawi (P111432). The fourth phase assisted Comoros (P118213 and P166737). The fifth phase assisted Uganda (P130871).
