With the Covid-19 pandemic disrupting in country missions, in February 2021 from the invitation of the Tuvalu government and in partnership with the Ministry of Communications and Transport, the OCSC conducted an on-line CMM for Tuvalu.

Aims

The aim of the CMM is to assess the country’s cyber security capacities in order to identify risk and threats and enhance its resilience.

Context

As part of the global constellation of capacity centres working with the University of Oxford’s Cybersecurity Capacity Maturity Model for Nations (CMM), at the invitation of governments, the OCSC conducts multi-stakeholder national cybersecurity capacity assessments.

The Global Cyber Security Capacity Centre (GCSCC) at the University of Oxford developed the CMM as a framework to facilitate the review of the maturity of a country’s cyber security capacity in consultation with 200+ international experts drawn from governments, international organisations, academia, public and private sectors, and civil society. The CMM continues to be refined through expert consultation, with the latest version released in March 2021. As of December 2021, the CMM has been deployed 120+ times in 87 nations across the globe.

Outcomes

The CMM review is helping Tuvalu to identify their own priorities for strengthening capacity and building resilience, providing a pathway forward for the next steps of the cybersecurity journey.

The outcome of the review process will be a detailed report to the government with specific recommendations on next steps to strengthen existing capacity toward a safer and more secure cyberspace for all Tuvaluan citizens.

Activities

The CMM review was conducted by OCSC and took place over 4 days, involving discussions with more than 30 decision makers and technical personnel from: emergency response; criminal justice and law enforcement; education and civil society; critical infrastructure; government; and parliamentarians.
