Cyber in the Development Agenda – An Idea Whose Time Has Come

While cybersecurity has sometimes been seen as a "rich world problem," that's starting to change. This webinar will address the following issues:

- What is the current status of cybersecurity in the development agenda, and is there still resistance in the donor community to embrace the importance of cybersecurity?
- Why is it time for both donors and aid recipients to elevate the importance of cybersecurity in the development community's priority stack?
- Why is cybersecurity important to promote digital trust?
- Why is it in the interests of the developed world that developing countries are cyber secure?
- How should donors incorporate cybersecurity into their agenda? One option is to have cyber as a separate topic with particular cyber projects. The second option is to bake cyber into existing development projects instead of leaving it isolated as a separate specialization. Which option is better and why?
- How do we build up cybersecurity capacities in developing countries in a way that creates something sustainable, as opposed to a project that will collapse after donors leave?
- What are some of the leading cybersecurity initiatives donors are funding?

Sustainable Capacity Building: Internet Governance in Africa

What are capacity building initiatives offered by several stakeholder groups in Africa at the continental, regional, and national levels? What are the strengths and weaknesses in capacity building initiatives and how can we match them against the scenario of opportunities and threats in the Internet governance policy space?

The online discussion on Tuesday, 9 March 2021, 13:00 - 14:00 UTC (14:00 - 15:00 CET), will include the presentation of a report - suggesting the action plan ahead - prepared in the framework of the PRIDA project by DiploFoundation. The launch of the report ‘Sustainable Capacity Building: Internet Governance in Africa’ will be an opportunity to present the key findings and recommendations of the study. An interactive discussion will follow among IG capacity building experts and practitioners, with the possibility of interaction with attendees.

The CyberPeace Institute will publish a report “Playing with Lives: Cyberattacks on Healthcare are Attacks on People” on 9 March 2021, calling governments to remove rewards for criminals and hostile states attacking healthcare.

The first of its kind, this analytical report focuses on the impacts of attacks on people and society. It consolidates scattered information, demonstrating the complexity, magnitude and scope of the threat to healthcare, from ransomware through disinformation to COVID-19 related cyber espionage. It breaks down the silos of research and investigation to connect victims’ testimonials, cybersecurity reporting, volunteer initiatives and academic findings.

Online course in Cybersecurity covers technological and geopolitical risks, policy challenges, actors, and initiatives related to cybersecurity, especially those related to cybercrime, violence, child protection, the security of core infrastructure, and cyberwarfare. It also covers a broader context: the relations of cybersecurity with economic development and human rights. This highly interactive 10-week online course is based on in-depth discussions led by renown and experienced practitioners in the field. The unique multidisciplinary approach (covering technology, crime and legal aspects, international relations and diplomacy, national policy frameworks, and social and economic aspects) offers a holistic mapping of the burning issues, and a broader view of the impacts of cybersecurity, including current policy and governance responses.

International CyberEx – Cyber Security Exercises

International CyberEx is an initiative of OAS (Organization of American States), INCIBE (Spanish National Cybersecurity Institute) and CNPIC (Spanish National Centre for Infrastructure and Cybersecurity) that seeks to strengthen the ability to respond to cyber incidents, as well as to improve collaboration and cooperation in this kind of incidents.

This year, the edition will hold on September 10, 2020 from 14:00 UTC to 22:00 UTC. Stats and final ranking could be checked when the competition ends.

The registration process is open through the registration form. On August 24, 2020 an email will be sent to the captains of the selected teams confirming their participation.

The purpose of the International CyberEx is to carry out a cyber exercise among the Member States of the Organization of American States (OAS) and of the countries invited by the National Institute of Cybersecurity of Spain (INCIBE) in order to strengthen the ability to respond to cyber incidents, as well as to improve collaboration and cooperation in this type of incident. The exercise focuses directly on technical security profiles with strong knowledge in the field of Information and Communication Technologies (ICT).

ITU 2020 Global CyberDrill

The International Telecommunication Union (ITU) improves a States’ cybersecurity readiness, protection, and incident response capabilities by conducting CyberDrills at the regional and international levels. A CyberDrill is an annual event during which cyber-attacks, information security incidents, or other types of disruptions are simulated in order to test an organization’s cyber capabilities, from being able to detect a security incident to the ability to respond appropriately and minimize any related impact. Through a CyberDrill, participants are able to validate policies, plans, procedures, processes, and capabilities that enable preparation, prevention, response, recovery, and continuity of operations.
To date, the ITU has organized more than 29 CyberDrill events around the world to enhance cybersecurity capacity and capabilities through regional collaboration and cooperation.
